The No Child Left Behind (NCLB) Act of 2001 requires all teachers to be NCLB compliant (Highly Qualified Teacher) in each core academic subject taught.
In accordance with the Teacher Requirements Resource Guide released by the California Department of Education and the California State Board of Education, teachers are NCLB compliant (HQT) when they meet the following criteria:

Hold at least a bachelor’s degree from an accredited college/university (Sec. 3.2.1)

Hold the appropriate teaching authorization * (Sec. 3.2.2)

Demonstrate subject-matter competency in each core academic subject taught (Sec. 3.2.3)
Out-of-state NCLB HQT compliance may be transferable to California. Please contact an NCLB Teacher Qualifications Specialist to review your file.
* “Appropriate state authorization” is defined as holding the appropriate California teaching credential, Intern credential, supplementary authorization, subject matter authorization, or local teaching assignment as defined by California Education Code (i.e. Board Permit, Middle School Authorization).
