Requirements for Long-Term Substitutes

All core academic subject teachers at Title I schools must be NCLB compliant. Core academic subject teachers at non-Title I schools must be NCLB compliant by July 1, 2007.

A teacher who holds full state certification (University/District Intern, Preliminary, Professional Clear, or Clear Credential) is advised to establish NCLB compliance as soon as possible

General Education

A fully credentialed teacher who has been identified as NCLB compliant (Highly Qualified Status) may continue in a long-term assignment (on the basis of appropriate credential that authorizes service in the grade level and core academic subject) as needed without concern.

A fully credentialed teacher who has not met NCLB teacher requirements (not Highly Qualified) may continue in a long-term position as needed; however, the Parent Notification Letter must be mailed for students when the assignment will extend past 20 days per school year.

A teacher who holds alternative certification (30-Day Substitute Permit or Special Temporary Certificate) is not eligible to be identified as NCLB compliant (not Highly Qualified. These teachers may hold a long-term assignment as long as their certification allows, but the Parent Notification Letter must be mailed for students when an assignment will extend past 20 days per school year. This applies to both general eduction and special education teachers teaching under alternative certification.

Note

Teachers holding a general education credential or 30-Day Substitute Permit teaching in a special education setting are restricted to no more thatn 20 days per school year in a special education classroom whether they are HQ or not, therefore the Parent Notification Letter should be required.

Special Education

A fully credentialed special education teacher may continue in a long-term assignment as needed; however, the teacher must meet NCLB requirements (Highly Qualified) for the appropriate grade level and core academic subject taught.

A fully credentialed special education teacher who has not met NCLB teacher requirements (not Highly Qualified) may continue in a long-term position as needed; however, the Parent Notification Letter must be mailed for students when an assignment will extend past 20 days per school year.
