VOUCHER INFORMATION
(CSET: LOTE and CTEL Examinations)
California Subject Examination for Languages Other Than English (CSET: LOTE):
Master Plan Verification helps teachers subsidize some examination costs for obtaining the BCLAD authorization by providing a voucher for the CSET: LOTE Exam. Current LAUSD Full-Time Teachers who have passed the district fluency exam at the “A” or “B” Level or complete an approved training may qualify for a CSET: LOTE Examination Voucher. A CSET: LOTE Voucher will cover the cost of the exam and the Program Management Fee upon verification of “A” or “B” Level Fluency, or for any subtests that an approved training has been completed and verified. Master Plan Verification does NOT cover any additional fees including any late registration fees. Once a qualifying fluency level is verified or an approved preparation class has been completed, one must submit a voucher request. If an employee has district fluency at the “A” or “B” Level, but does not pass a section of the exam, the employee can register for an approved training and request another voucher upon its completion.

For a list of approved trainings, please click here. Participants will be eligible for a voucher for each LACOE CSET: LOTE class completed.
To request a voucher, you must:
- Schedule and pass the District Fluency Exam at the “A” or “B” Level or Register for and complete approved CSET: LOTE Test Preparation Classes.
- Obtain your Candidate ID from the test provider’s registration website by creating an account or logging into your account.
- Submit the CSET: LOTE Exam Voucher Request Form. Click here to obtain the form.
In order to use a CSET: LOTE voucher you must:
- Follow the instructions as outlined in the CSET Registration Bulletin which should be downloaded prior to registering for the examination online. Click here for the registration bulletin.
- Use the voucher ID number(s) for the subtests for which you have completed an approved training while completing your registration on the testing company’s website. You must use your voucher ID number(s) during your initial registration. Voucher IDs cannot be applied if you have previously registered for the examination.
- Submit your registration and voucher information to the test provider by the published deadline. It is the responsibility of each employee to read and follow the specific instructions outlined in the test provider’s registration bulletin.
Upon successful completion of all requirements for BCLAD Authorization, the employee is responsible for applying for certification. The employee can apply directly to the California Commission on Teacher Credentialing (www.ctc.ca.gov) or, to help expedite the registration of the new authorization, apply through your Local District Credential Analyst in Certificated Employment Operations, Beaudry Building, 15th Floor. Please contact your Local District Credential Analyst with additional questions regarding BCLAD Authorization at (213) 241-5300.
California Teacher of English Learners (CTEL) Examination:
Master Plan Verification helps teachers subsidize some examination costs for becoming EL authorized by providing a voucher for the CTEL Exam. Current LAUSD Full-Time Teachers who complete an approved training may qualify for a CTEL Examination Voucher. A CTEL Voucher will cover the cost of any subtest that has been completed and verified by an approved training, along with the Program Management Fee. Master Plan Verification does NOT cover any additional fees including any late registration fees. Once an approved preparation class has been completed, the employee must submit a voucher request within three years of finishing the training. If an employee completes a training and uses a voucher, but does not pass a section of the exam, the employee may choose to register for another approved training and request another voucher upon its completion.
